The FSM Skills and Employability Enhancement (SEE) Project is a World Bank-financed initiative and the country's first major investment in human resource development, with the overarching goal of equipping the nation's youth with the skills needed to succeed in an evolving job market.

The SEE Project focuses on transforming vocational education and skills development across the Federated States of Micronesia. The project aims to enhance access, quality, and relevance of training programs in high schools to better prepare students for the workforce. Additionally, it seeks to improve labor market information, establish skills testing and certification processes, and strengthen job search assistance practices.

Performance Grants to High Schools’ Career and Technical Education Programs
Each year, selected high schools receive grants to improve access, quality, and relevance in vocational education and skills training. In Fiscal Year 2024, four schools were awarded US$125,000. To access the funds, schools must submit annual implementation plans with targets aligned to pre-determined indicators before the new cycle begins.
Workforce Readiness
Through the SEE project, the National Department of Education equips FSM’s youth with essential core and technical skills. By integrating market-relevant classroom training, apprenticeship programs, and soft skills-focused summer boot camps, the project prepares high school students for both the workforce and further education upon graduation.
Skills Testing and Certification
The SEE project supports the FSM Government in establishing a Skills Testing and Certification unit, creating a roadmap and processes, and training assessors to evaluate the skills of FSM citizens.
Labor Market Information Improvements
To address gaps in labor market information, the SEE project collaborates with FSM Department of Resources and Development (DR&D) to strengthen capacity and improve data quality, ensuring better alignment between education and employment needs.
Job Search Assistance
The SEE project takes a holistic approach to workforce readiness at the school level. Beyond developing training programs and equipping instructors, the project focuses on enhancing the access, quality, and relevance of job search assistance for high school students.
